These are the new dies and hand picked at the Mexico City mint for sales to collectors over the counter at the mint. These are so unusual looking with perfect surfaces and no bagmarks and unusual new dies that they have been previously accidentally certified graded as "Specimen" strikings. PCGS graded MS-67, New Die.
