Imagine a revolution going on and many locals are totally opposed to its success. They yearn for "the good old days" of Spanish rule (and their own wealth and privilege). So they countermarked these revolutionary republican coins with a royalist counterstamp. Interestingly enough, the counterstamp was applied to either the obverse or the reverse.
