New York. City of New York Feb. 20, 1790 2d. PCGS graded Fine 12. This scarce small change issue bears the printed signature of Daniel Phoenix, Treasurer of the City of New York, and was printed by H. Gaine in New York City. Fully intact with the expected amount of soiling and wear for the assigned grade, but with no other flaws.
