Cáceres, Constitutional President of the Republic of Peru, congratulating him on his election. Countersigned by Secretary of State W.Q. Gersham. Caceres was twice President of Peru, from 1886 to 1890, and again from 1894 to 1895. He is considered a national hero in Peru for leading the resistance to Chilean occupation during the War of the Pacific (1879-1883).
