Fine; overall toning, faint seal offset, and a few small tape remnants around edges, none of which affects Lincoln's very bold signature. Appointing Cornelius A. Walborn "Deputy Postmaster at Philadelphia, in the State of Pennsylvania.…" Countersigned by Secretary of State William H. Seward.
