Fine; light soiling; one marginal tear, not affecting text or signature; blank integral page is torn. Countersigned by Secretary of State William M. Evarts. To Nicholas de Pierola, "Supreme Chief of the Republic of Peru," congratulating him on his election as President of Peru: "I have received the letter of December 23rd last by which Your Excellency informed me of your investment with the Supreme Magistracy of the Republic of Peru, with unlimited powers. I congratulate your Excellency upon this mark of the confidence of your countrymen…."
