We've studied this holder and cannot see a reason why this note doesn't sit in a 63 EPQ slab. Perhaps the face centering is an issue, but in our opinion is belongs in a higher graded holder.
Of all of the types of fancy serial numbered banknotes that exist, we strongly feel that serial number 00000001's are underpriced relative to solid serial numbers and ladder serial numbers.
