Appointing "Oscar Charles Morland to be one of Our Vice-Consuls (Second Grade) in the Empire of Japan…." Together with a photostat of a telegram sending condolences from George V to a woman in Glasgow: "The Queen and I send you our sincere sympathy in the sad loss you have suffered through the death of your husband. George R I."
