Proclamation to the Belgians to Allow the German Army to Pass. Broadside in French and Flemish signed in type by General (Otto) von Emmich (1848-1915) as Commander-in-Chief of the Army of the Meuse, 34 x 24½ in., n.d. (shortly before he began the siege of Liège, Aug. 4-16, 1914). He expresses his regret that German troops have been forced to cross the Belgian border because Belgium's neutrality has been violated by the French. He reminds the Belgians, "Do you remember the glorious days of Waterloo where it was the German armies who contributed to founding and establishing the independence and prosperity of your Country?" He says that the German army must have free passage and will consider the destruction of bridges, tunnels, and railroads as hostile acts. More content on the good intentions of the Germans and of their great estime and sympathy. Overall toning. Housed in a thin black frame. Von Emmich is known as the victor of Liège. He was the first German soldier during WWI to receive the Pour le Mérite award.
