Page 3 reports the "Proceedings of the Second Congress," notable for its detailed account of "An Act relative to the Election of a President and Vice-President of the United states, and declaring the Officers who shall act as President in case of vacancies…." Known as the Presidential Succession Act, it is signed in type by George Washington, John Adams, Thomas Jefferson, and Jonathan Trumbull. Very faint dampstain, else Fine.
