Truman, Harry S. Documents like this are extremely scarce when relating to officers of the Red Army. 33rd President of the United States,1945-1953.

Documents Signed as President
Citation for Legion of Merit: Degree of Legionnaire. One page, Quarto, Washington, n.d. On official "The White House" letterhead. Signed in bold black ink. Transcribed as follows: "Lieutenant Colonel Igor Nikolaievich Smirnov while serving as Second in Command, 86th Guard Rifle Division, Red Army, demonstrated exceptionally meritorious conduct in the performance of outstanding service, and contributed materially to the success of combined operations against the common enemy in Europe."

Certificate, Legion of Merit: One page, small folio, Washington, April 9, 1946.
This award is the only "ranking" American decoration and the only one with which foreign officers may be honored. American citizens can only rank as high as a legionnaire but foreigners can rank as chief commander, commander, officer or legionnaire.

In addition to the President's signasture, the document is signed at the conclusion by the Adjutant General and Secretary of War. Fine.
