Leguia, President of Peru, regretting that he cannot attend the festivities for Peru's centennial celebration of the battle of Ayacucho, the battle that sealed the independence of Peru from Spain. Countersigned by Secretary of State Charles E. Hughes. Light toning and soiling; file holes in margin; Peruvian stamp at top of first page.
