This is a Sede Vacante issue. Translated, this means vacant seat. Such coins were issued upon the death of one pope and before the next was elected. Various archbishoprics issued Sede Vacante coins as well.

Pope Bernedict was a very active pope, reforming the education requirements of priests, and the means of dealing with non-Christian tribal natives. He also finally cataloged the Vatican library.
