The portrait is of Carter Glass (January 4, 1858 - May 28, 1946), a newspaper publisher and a American politician from Lynchburg, Virginia. He served many years in Congress with the Democratic Party. Glass was a key figure in developing the U.S. legislation which created the system of Federal Reserve Banks, and then served as the U.S. Secretary of the Treasury under President Woodrow Wilson (PCGS # 9324) .
