We've studied this holder and cannot see a reason why this note doesn't sit in a 63 EPQ slab. Perhaps the face centering is an issue, but in our opinion is belongs in a higher graded holder.
Of all of the types of fancy serial numbered banknotes that exist, we strongly feel that serial number 00000001's are underpriced relative to solid serial numbers and ladder serial numbers.

So many Silver Certificates have centering issues but not this beauty. The face and back margins are superior to 90% of other examples you'll see on Silver Certificates from the 1935 era.
We've seen pricing move up over the last two years considerably on serial #00000002s. They used to bring $800 to $1000, but now we've seen that price nearly double at auctions in 2022.

As many of you know, the BEP has a long standing policy of telling employees to pull the first 100 notes from each issue. This is especially applicable for the coveted A-A block which is often reserved for Treasury officials. Locating any low serial number on the A-A block is a real find. As most of you know, the number 8 is considering in several Oriental countries as bringing the owner good fortune, good luck or great wealth. Competition for any serial number consisting of only 8's in the serial number has been strong for decades.
This specific note was last sold by Lyn Knight Currency Auctions on 6-14-2019 at $2643. Four years later it should bring significantly more at today's auction.

This lot will provide the new owner with a real trophy: $1 1899 SC Fr. 234 with the third lowest serial number cut sheet: E9A PCGS 63 Choice New, E10A PCGS 64 Very Choice New, E11A PCGS 65 PPQ Gem New, and E12A PCGS 64 PPQ Very Choice New. PCGS notes that the serial number on the E9A: "BEP Corrected Misapplication of Serial Number Prefix". We assume this means that the E9A was mistakenly printed with a different prefix letter; the error was caught and the BEP corrected this mistake before releasing the note. This in our opinion neither ads nor subtracts from the value of this cut sheet, but certainly makes it unique.
According to the Gengerke census of Large Size U.S. Type Motes, this is the lowest known intact four piece cut sheet and was last sold by Currency Auctions of America 5/2/1997: Lot 1825 @ $550. The set was subsequently broken up and then reconstructed over the past three decades.

The last public auction appearance of this specific note at auction, according to Track and Price software states this note was sold by Heritage on 1-8-2010 for $5175. That was 13 years ago, and today's price will no doubt be significantly higher.
