Conjoined heads of Nicholas I and Alexander II left / Seven-line legend. Instituted 18 February 1864. After the 1863-1864 January Uprising in Poland, an emancipation reform was introduced for territories outside of Russia (a reform had already been issued just for Russia in 1861). This medal was awarded to those who participated in the preparation and drawing up of the decree. Only 650 silver medals were struck. Very rare. Estimated Value $3,000 - UP
